Associate Human Resources Director directs the human resources staff that implement and manage policies and programs that reflect the organization's mission and values, support company goals, achieve objectives, and positively engage the workforce. Maintains broad and current subject matter knowledge and expertise in federal and state employment laws to advise leadership with solutions for human resources issues and evolving organizational needs. Being an Associate Human Resources Director oversees processes and programs that support employees and company operations, including staffing, compensation, benefits, training, employee relations, safety, and compliance. Administers an HRIS or other system to facilitate processes, provide data, and report on HR activity. Additionally, Associate Human Resources Director requires a bachelor's degree.     Description

    POSITION SUMMARY:

    The Human Resources Director is responsible for the development and direct implementation of all Human Resources activities, including employee relations, recruitment, benefits administration, training, leaves of absence and workers compensation.

    DUTIES AND RESPONSIBILITIES:

    • Plan, organize, monitor and participate in all activities of the department.
    • Participate in developing department goals, objectives and systems.
    • Identify legal requirements and governmental reporting regulations affecting human resources functions and ensure policies, procedures and reporting are in compliance.
    • Develop, recommend and implement personnel policies and procedures; prepare and maintain handbook on policies and procedures for all Tribal entities. Develop and administer various human resources plans and procedures for all company personnel.
    • Recruit, interview, test, and select employees to fill vacant positions with qualified individuals relevant to expertise.
    • Plan and facilitate new employee orientation to foster positive attitude towards Casino goals.
    • Ensure maintenance of all personnel records, including insurance, 401(k), personnel transactions such as hires, promotions, transfers, performance reviews, and terminations.
    • Coordinate management training in interviewing, hiring, terminations, promotions, performance review, safety, and unlawful harassment.
    • Advise management in appropriate resolution of employee relations issues.
    • Respond to inquiries regarding policies, procedures and programs.
    • Implement and annually update the compensation program; rewrite job descriptions as necessary; conduct annual salary surveys and develop budget.
    • Analyze and advise on compensation, developing best practice models
    • Monitor the performance evaluation program and revise as necessary.
    • Oversee payroll and approve.
    • Administer benefit programs such as life, health, dental and disability insurances, 401k plan, vacation, sick leave, leave of absence and employee assistance.
    • Prepare operations budget of the human resources department.
    • Prepare employee separation notices and related documentation and conduct exit interviews to determine reasons behind separations.
    • Prepare reports and recommend procedures to reduce absenteeism and turnover.
    • Ensure Native Preference Policies are followed in recruitment and promotions.
    • Oversee all human resources staff
    • Ensure compliance with all Cahuilla Casino Standard Operation Procedures.
    • Present a positive image of the Tribe to its guests and vendors and assist them as required.
    • Follow all safety policies and procedures and attend all scheduled safety meetings.
    • Develop, recommend and implement personnel policies and procedures; provides guidance and interpretation of policies & procedures to HR and management.
    • Manage the day-to-day operation of the human resources office, including supervising & motivating staff, assessing performance, and participating in hands-on duties.
    • Review, analyze, and develop recommendations regarding the impact of state, federal and local legislation and provide support and guidance to management and other staff when complex, specialized, and sensitive questions and issues arise.
    • Monitor and evaluate the efficiency and effectiveness of Human Resources service delivery methods and procedures and make adjustments to continuously improve the service level.
    • Directly responsible for employee disciplinary actions, performance documentation, investigations and terminations.
    • Conduct and review exit interviews to identify patterns and opportunity for improvement.
    • Write job descriptions, ensuring they are up to date and compliant with all applicable policies and regulations.
    • Review and approve job description changes.
    • Maintain job description database.
    • Coach managers to set clear expectations.
    • Participate in creation and implantation of all awards programs.
    • Directly responsible for performance management, progressive discipline measures, employee relations issues, policies and procedures, and employment/labor laws.
    • Resolve employee complaints, issues, concerns regarding employment practices originating from various sources.
    • Develop and facilitate all Human Resources related training such as Harassment Prevention, Performance Management and Human Resources Procedures.
    • Manage Unemployment Claims, analyze data, collect documentation and coordinate hearings with appropriate manager, attending hearings as needed.

    Qualifications


    QUALIFICATIONS AND REQUIREMENTS:

    • Minimum of seven years experience in Human Resources, preferably tribal gaming.
    • Minimum of two years experience at management or director level in Human Resources. Director level preferred.
    • Familiar and proficient with multiple HRIS
    • High proficiency with Microsoft Suite
    • Excellent interpersonal skills
    • Excellent communication skills (written and verbal)
    • Ability to reason and problem solve
    • BA required in related field. Masters preferred.
    • Must have excellent customer service skills.
    • SHRM Certification preferred.
    • Ability and acumen to oversee department while assisting directly as needed
    • Be available 24/7 by phone to assist with emergencies/personnel matters

    Cahuilla Casino Hotel is committed to a drug and alcohol free workplace. Any job offer is conditional upon successful passing of a pre-employment drug test and must qualify for a Cahuilla Gaming License, which includes an extensive background security check.

    If none of the applicants should meet the stated qualifications, applicants whose education and experience are less than the stated requirements, may be interviewed and hired provided the applicant hired submits a formal written training plan within (30) thirty days which can be completed within a reasonable time agreed upon by the supervisor and the applicant. Applicants who are hired and fail to meet the agreed upon formal training program, will be discharged upon failure to complete the specified training as so scheduled.

    A drug test will be required prior to employment and periodically thereafter.
