Associate Human Resources Director directs the human resources staff that implement and manage policies and programs that reflect the organization's mission and values, support company goals, achieve objectives, and positively engage the workforce. Maintains broad and current subject matter knowledge and expertise in federal and state employment laws to advise leadership with solutions for human resources issues and evolving organizational needs. Being an Associate Human Resources Director oversees processes and programs that support employees and company operations, including staffing, compensation, benefits, training, employee relations, safety, and compliance. Administers an HRIS or other system to facilitate processes, provide data, and report on HR activity. Additionally, Associate Human Resources Director requires a bachelor's degree. Typically reports to a head of a unit/department. The Associate Human Resources Director typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget. To be an Associate Human Resources Director typically requires 3+ years of managerial experience.     1. Supervises the psychiatric nursing services of an assigned area, which may include the  Psychiatric Health Facility in the Acute Psychiatric and Forensic Services Branch of Health and Human Services or other assigned area.
    2. Supervises and determines the clinical aspects of psychiatric nursing services, to include clinical skills application, quality of nursing care and individual nursing performance of unit nurses.
    3. Contributes to employee performance evaluation and management. Implements applicable state regulations pertaining to the provision of nursing services within a Psychiatric Health Facility or other assigned area.
    4. When necessary, assists in performing nursing functions, to include admitting/discharging patients, assessing patient condition, receiving and executing physician orders, administering tests and medications, recording/maintaining patient charts, administering emergency care, and other related functions.
    5. Communicates with staff of adjoining shifts to gather/exchange information; review notes of events occurring on preceding shifts and reviews special instructions.
    6. Makes regular rounds to review patient charts, issue special instructions, and discuss problems involving nursing care, treatment or staffing with the Program Manager, nurses or Staff Psychiatrist.
    7. Monitors the condition of acutely mentally ill patients who may be dangerous to themselves and/or to others, and who may be assaultive or unpredictable.
    8. Monitors status of new and emergency patients.
    9. Coordinates patient care with Mental Health Therapists.
    10. Works with staff on all matters of patient safety.
    11. Works with PHF Program Manager to reassign shift personnel as required.
    12. Confers regularly with Program Manager, Staff Psychiatrist and/or Clinical Director to discuss problems; confers regularly with appropriate manager to discuss problems or other issues.
    13. Maintains security of assigned facilities.
    14. Audits care plans and charts.
    15. Maintains records of unit/shift activities.
    16. Reviews various documentation and processes, forwards, or takes other action as appropriate.
    17. Responds to emergency calls.
    EXAMPLES OF MARGINAL DUTIES 
    1. Maintains departmental records.
    2. Maintains inventory of departmental supplies and medications; counts, logs, and disposes of
    3. expired medications; initiates request for new or replacement materials.
    4. Answers the telephone, provides information, takes messages and/or directs calls as appropriate.
    5. Responds to requests for information or assistance.
    6. Attends and conducts meetings.
    7. Performs in service training.
    Knowledge of:  General and psychiatric nursing principles and practices, methods and procedures; principles of nursing administration; applicable federal, state, and local laws and regulations; medical terminology; hospital routine and equipment; nursing problems involved in psychiatric wards or units; use and effects of medications and narcotics; principles of medical record keeping; principles and practices of supervision and employee development; basic mathematics; and standard office equipment.

    Ability to:  Administer treatments, medication and narcotics; plan, train and direct the work of other nursing and support personnel; apply routine nursing techniques in the care and treatment of patients; establish and maintain effective interpersonal relations with patients and individuals at all organizational levels; communicate effectively both orally and in writing; understand and follow oral and written instructions; prepare reports; maintain medical charts and records; maintain confidentiality of patient/client information; operate standard office equipment; and utilize various software programs relevant to the position.

    Education and Experience:  Four years of experience in nursing administration or supervision with experience in psychiatric nursing; or Bachelor's degree in Nursing or related field with experience in psychiatric nursing and two years of experience in nursing administration; or Possess a Master's degree in Psychiatric Nursing or related field with experience in administration.Essential Duties require the following physical skills and work requirements:
    Ability to think and act quickly in emergencies; effectively deal with personal danger; maintain mental capacity which allows the capability of exercising sound judgment and rational thinking under varied circumstances; maintain physical condition appropriate to the performance of assigned duties and responsibilities which may include assisting in subduing resisting individuals; must be able to support the weight of patients for brief periods of time in positioning/transporting; ability to operate and use a variety of health care equipment/tools and standard office equipment; must be able to work in a health care environment; distinguish colors; ability to operate a motor vehicle.  

    License or Certificate: Possession of a current valid license to practice as a Registered Nurse in the State of California.  May require possession and maintenance of a valid California Driver's License.
