About the Position:
This position is responsible and accountable for independently performing a full range of complex Human Resources professional duties relating to human resources management. This includes Talent Solutions, Employee Training and Development, Employee Relations, HR Administration, HR Strategic Initiatives, Benefits Administration, HRIS Administration, and Reporting. The duties of this position provide alignment of Human Resources objectives with employees and management.
SUPERVISION RECEIVED:
Receives direction from the Director of HR or a position of a higher grade.
SUPERVISION EXERCISED:
May supervise or oversee the work of other Human Resources staff.
Position Summary
Recruitment: Coordinate talent solution initiatives including job postings, strategic sourcing efforts, partnering with community partners/colleges, applicant tracking, identify qualified candidates, and participate on interview panels, administer skill assessments if applicable, administer background and reference checks on final candidates. Extend job offers to candidates and conduct new employee onboarding.
Employee Training and Development: Participate and administer new hire Onboarding Program, agency wide training which includes Retirement, HR Operations, and Performance Management. Proactively analyzes data and plans for emerging human resources needs.
Employee Relations: Interpret Human Resources policies and procedures. If applicable, may counsel/coach employees on matters related to employment, career development, transfer, separation, recruitment, and employee benefits. Conduct exit interviews for separated staff. Perform other employee relations duties in the absence of the Director of Human Resources.
HR Administration: Prepare and process new hires, position classification additions and changes in CORE-CT system. Oversee introductory review process ensuring that assessments are completed, reviewed, and returned to Human Resources. Prepare and process changes to data such as salary, position, employment status and personal information in CORE-CT system.
HR Strategic Initiatives: Participate in various process improvement initiatives in collaboration with HR Director and other initiatives as assigned.
Benefit Administration: Make all necessary benefit changes for employee additions, deletions and changes for life, AD&D, STD, LTD and retirement benefits. Administer and monitor the FMLA/State leave process. Administer, monitor, and process all life, STD, and LTD claim paperwork. Prepare Retirement packages/pension estimates as needed for Comptrollers Office.
HRIS Administration: Administer and update components of the applicant tracking system when needed. Update and add new data into the Everbridge employee contact system. Act as CHFAs CORE-CT HR Security Liaison and keep abreast of CORE-CT updates. Run quarterly CORE-CT HR Security Liaison reports.
Reporting: Compile weekly staffing report and prepare other ad hoc reports as needed by the department.
MINIMUM QUALIFICATIONS REQUIRED:
BS/BA required in related field; a minimum of nine years of progressive experience in human resources positions is preferred; experience should include all of most of the related areas; human resources administration, compensation and classification administration, employee/labor relations, recruiting, benefits and employee training or an equivalent combination of education and experience.
Considerable knowledge of human resource administration including recruitment, selection, classification, compensation, employee relations, benefits, employee training and knowledge of equal opportunity principles and requirements.
Requires knowledge of relevant State and Federal laws, statutes, and regulations.
Must possess considerable interpersonal skills as well as verbal and written communication skills. Must have the ability to analyze problems quickly and determine effective solutions. Ability to deal with ambiguity and confidential information, and sensitivity in working with internal staff and external applicants/customers.
Requires knowledge of HRIS systems as well as excellent computer skills in a Microsoft Windows environment, must include Excel in addition, skills in database management and record keeping. CORE-CT (HR and Security) and State of Connecticut Retirement & Benefits Systems experience preferred.
