  • Duties

    • Develops long and short range plans for the Division's programs based on: (1) assessments of the need for and feasibility of developing indices and measurement tools for measuring the progress of education in the United States and abroad and the impact of educational programs; (2) determinations of the need for and feasibility of conducting analytical studies and surveys of educational progress of particular population groups; and (3) contacts with the educational community at the Federal, state, local and private institutional levels to establish the need for policy relevant statistical data relating to areas which cut across levels of education. These plans include a determination of the appropriate use of private contractors compared with in-house activities in carrying out Division programs.
    • Directs the development and evaluation of measurement tools and indices for measuring the progress of education and the impact of educational programs such as cost of education indices, measures of change, measures of socio-economic status, and measures for comparing education in the United States with foreign countries.
    • Directs the conduct of national and international assessment surveys and studies including: (l) identifying the need for or desirability of acquiring basic educational data through assessment studies of particular groups; (2) conceptualizing the study, developing hypotheses and model specifications, and identifying or developing appropriate statistical techniques; (3) designing survey instruments; (4) collecting the data; (5) analyzing the data including both primary and secondary analyses in terms of its implication for policy and program development; and (6) preparing comprehensive statistical and analytical reports.
    • Directs the planning, design, conduct, analysis and reporting of recurring and special or one-time surveys. This includes: (1) conferring with appropriate parts of educational community to determine the need for statistical data for policy and program development, management and evaluation purposes; (2) developing and modifying survey instruments, sampling plans and other methodological techniques; (3) directing the collection and processing of survey data including, where appropriate, the activities necessary for selection and monitoring of private contractors to perform all or part of these operations; and (4) performing fundamental statistical studies and analyses and preparing comprehensive statistical reports and databases.
    • Directly supervises four Program Directors who are at the GS-15 level and serve as branch chiefs for Reporting and Dissemination, NAEP Operations, Administrative Support, and International Program Studies. Provides technical guidance (including formulation and application of statistical research methods and psychometrics) and indirectly supervises the remainder of the Division staff of approximately 30 professionals who report up through the branches. These include mathematical statisticians, statisticians (education), management program analysts, education research analysts, data scientists, and statistical assistants who range in grade from G5-5 through GS-15. Also supervises over 600 full-time contractor staff and thousands of temporary field staff through contracts managed by the Division’s contract officer’s representatives.
    • Is responsible for budget and manpower planning for the Division, overall planning, assignment of work priorities, selecting employees, evaluating the work performed, resolving complaints and grievances, recommending discipline, and related supervisory responsibilities. Delegates supervisory authority to subordinate supervisors, plans internal organization structure, and maintains management responsibility for the Division.
    • Works cooperatively with governing bodies, and the staffs, who provide oversight and policy direction for the large-scale assessments administered by the Division. These include most notably the National Assessment Governing Board (NAGB) that provides policy oversight for NAEP. The NAEP legislation mandates the Commissioner of Education Statistics to administer the national assessment and ensure its technical rigor, validity, and reliability with the guidance and cooperation of NAGB. This position takes a lead role in supporting the Commissioner in the execution of such statutory responsibilities codified in law. On behalf of the Commissioner, this position also takes a lead role in outreach and the provisions of technical assistance to stakeholders, including state, local policy makers, Congress, and White House representatives. Similarly, this position participates, either directly or indirectly, in the governing and technical development, design, and oversight provided by international bodies such as the Organization for Economic Cooperation and Development and the International Association for the Evaluation of Educational Achievement that coordinate well known assessments.

    Qualifications

    EXECUTIVE CORE QUALIFICATIONS (ECQs): Unless you are currently under a career SES appointment, are eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program approved by OPM, you must submit written statements (narrative format) describing accomplishments that would satisfy the ECQs. If you fail to do so, you will be rated as 'ineligible.' You should provide 2 written examples for each ECQ and your ECQs should not exceed ten (10) pages total. When uploading your ECQs, choose the Supporting Document Type called ECQ.

    ECQ 1 - Leading Change: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent in this ECQ is ability to establish an organizational vision and to implement it in a continuously changing environment.

    ECQ 2 - Leading People: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent in this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

    ECQ 3 - Results Driven: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent in this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

    ECQ 4 - Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically.

    ECQ 5 - Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

    MANDATORY TECHNICAL QUALIFICATIONS (MTQs): All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualification. You must address each technical qualification separately. You must limit your narratives to two (2) pages per technical qualification. When uploading your MTQs, choose the supporting Document Type called MTQ.

    MTQ 1 - Describe your experiences with operationalizing a large-scale assessment. Be sure to cover your experience with all major operational components (e.g., frameworks, item development, data collections, scaling and analysis, reporting and dissemination).

    MTQ 2 - Describe your foundational knowledge, understanding, and applications of non-classical test theory (e.g., IRT, matrix-design, complex and matrix-sampling, applications of Bayesian methodology to assessment).

    MTQ 3 - Describe your experience with achievement-level setting for performance standards, including criterion-referenced, data-driven, and expert-consensus standard setting.

    When responding to the MTQs and ECQs, you must clearly show that you possess the experience, knowledge, skills and ability to perform the duties of this position by submitting narrative responses in which you detail your experience in each of the ECQs and MTQs.

    Your examples should be clear and emphasize your level of responsibilities, scope, and complexity of the programs managed and program accomplishments with results of your actions, policy initiatives and level of contacts.

    How You Will Be Evaluated

The panel will rate and rank applicants on the basis of the quality and extent of total accomplishments, experience and education. The panel will determine the degree to which candidates possess the required knowledge, skills, and abilities to perform the mandatory technical requirements of the position and the mandatory executive core qualifications requirements. Among the factors the evaluation panel will consider in determining the applicant's relative capacity and fitness for the position are education, training, experience and demonstrated executive level qualifications.
