Additionally, Art Director Assistant requires a bachelor's degree of art or design. Typically reports to Art Director. Assistant Director for Global Partnerships

  • Duties

    Lead all aspects of NCTC's Center-wide global partnership efforts to include the Joint Counterterrorism Assessment Team composed of federal, SLTT (state, local, tribal and territorial), law enforcement and public health officers.

    Partner with U.S. Government agencies to ensure the delivery of effective and efficient mission support services to customers.

    Oversee direction of Center global partnership staff and business operations and execute budget, personnel, and policy decisions to support the Center's partnership activities.

    Perform personnel management responsibilities with a focus on building a high-performance workforce; promote team building and a collaborative work environment, ensure goals and performance objectives are understood; assess performance and provide timely feedback, recognition, and remediation.

    Direct the development and implementation of Center-wide controls-working closely with other NCTC Assistant Directors-regarding strategy, execution, knowledge management, and evaluations of Center-wide partnerships.

    Oversee and implement the development, application, and communication of policies, guidelines, and procedures that support information sharing with partners (law enforcement, foreign, military, private sector, etc.) and provide a framework for managing the relationships between partners.

    Initiate, establish, foster, and effectively participate in unilateral and multilateral intelligence sharing arrangements with joint analytic units and foreign partners.

    Evaluate and determine the state of partnerships by assessment of the quality of partnerships and ensure impactful outreach is conducted on high-priority topics.

    Establish and enhance collaborative working relationships with stakeholders across the IC and broader USG to modernize NCTC's partner engagement and facilitate a corporate approach to USG partnerships.

    Collaborate with senior officials to ensure NCTC's strategic alignment with the mission, goals, and objectives with the DNI.

    Represent the Director and Deputy Director in numerous ODNI and IC fora, as well as with the National Security Council and Congress when necessary.

    Promote a "One IC" culture that values diversity across organizational boundaries to accomplish a common mission.

    Lead, manage and drive the ODNI core values of Commitment, Courage and Collaboration, and lead through example to ensure the efficient use of personnel and funding resources while maintaining ODNI commitment to diversity and opportunity.

    • Appointment is subject to a suitability or fitness determination, as determined by a completed background investigation.
    • Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
    • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
    • A two-year trial period is required for all new permanent appointments to the ODNI.

    Expert organizational, managerial, and leadership skills, including strong interpersonal and negotiation skills, as well as the ability to build consensus, work effectively, and independently exert influence to major stakeholders.

    Expert experience working with individual partners, including foreign, military, federal, state, local, tribal entities, and/or private sector partners to achieve broad objectives.

    Expert knowledge of IC organizations' missions in order to develop the national-level strategies and policies necessary to support U.S. national security and foreign policy interests.

    Superior ability to coordinate, network, and communicate across the IC and USG agencies to develop, coordinate and influence change.

    Expert ability to work well with others on difficult and occasionally contentious issues.

    Expert experience managing personnel including supervisory and rating/reviewing duties.

    Expert interpersonal and organizational skills, including the ability to conceptualize and lead complex projects with little supervision and manage multiple, competing priorities.

    Outstanding oral and written communication skills, including demonstrated ability to clearly convey complex information and present findings to all levels of U.S. Government management and foreign partners.

    Master's degree or advanced education in mission relevant domain.

    Superior knowledge of NCTC mission, products and services.

    Expert working knowledge of the functions of the US Government and the IC-focused, CT Community to include experience with international terrorism and combating terrorism policies and programs.

    Job Interview Travel: Candidates from outside the Washington, D.C., area may be selected for a telephone, teleconference, or in-person interview.

    Salary Determination:

    The ODNI uses a rank-in-person system in which rank is attached to GS employees on the basis of individual qualifications, experience, and performance.
    Individuals whose current GS grade is equivalent to the grade of the advertised position will retain their current grade and step.
    Individuals who transfer to the ODNI from a non-GS pay scale will have base pay converted to the appropriate GS grade and step as determined by the Director/ Human Resource Management.

    On occasional instances when a current federal civilian employee applies for an ODNI position that is a lower grade than his or her personal grade, the candidate's personal grade will be downgraded to the grade of the advertised ODNI position and pay will be set at the step that is closest to but not less than the employee's current annual base rate of pay, not to exceed the maximum rate (i.e., step 10) of the GS grade to which assigned.

    Relocation Expenses: For new ODNI employees, reimbursement for relocation is discretionary based on availability of funds.
