APPRAISAL MANAGER leads a team of appraisers conducting assessments, valuations, and appraisal reviews of real estate, land, and other personal property to establish the market value generally used for lending, insurance, or other purposes. Establishes processes for conducting on-site inspections of property and data collection required to perform valuations. Being an APPRAISAL MANAGER follows generally accepted appraisal practice concepts and practices to perform data analysis, develop valuation estimates, and write comprehensive reports and exhibits. Ensures appraisal documentation and appraiser certification comply with all regulations. Additionally, APPRAISAL MANAGER performs appraisal quality reviews to ensure appropriate valuation and minimize risk. Creates process efficiencies with appraisal software tools and databases. May require a bachelor's degree. Has the Member of the Appraisal Institute (SRPA) or similar designation. Requires a State Appraiser License. Typically reports to a director. The APPRAISAL MANAGER manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be an APPRAISAL MANAGER typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required. Taxpayer Service Representative

  • Position Summary/Purpose:

    1. To perform any duties that may be necessary to insure courteous, efficient and professional customer service to each individual who has contact with Johnson County Appraisal District;

    2. To provide accurate, timely, and courteous customer service support to the Director of GIS/Customer Service Operations, Chief Appraiser and other district staff as needed or required.

    Essential Job Duties/Responsibilities:

    • Be at their desk with the computer on, software up and ready to answer and log phone calls at 8:00 AM.
    • Ensures that the phones are covered by at least one person before stepping away from cubicle.
    • Answers the telephone in a friendly manner with the established greeting.
    • Assists the public by quickly deducing the nature of all inquiries and efficiently address any needs.
    • Assists the public in understanding appraisal notices and tax statements.
    • Assists the public with various state forms.
    • Assists the public with the use of the website and online maps.
    • Assists the GIS Clerk with trimming, filing and performing quality control of maps.
    • Prints maps for public and appraisal use.
    • Refers the public to the appropriate appraiser, department director or appraisal staff when required.
    • Inputs caller name, phone number and any significant information about the call into the call log.
    • Inform the public of the correct charges for copies, printouts and DVD’s.
    • Utilize and contribute to the maintenance of copy machines, printers, scanners, fax machines and plotter.
    • Utilize and maneuver CAMA, GIS, MS Word, MS Excel and MS Outlook software.
    • Utilize and maneuver appraisal, tax office, state, county clerk and online map websites.
    • Basic interpretation of documents relating to the conveyance of real estate, mobile home and mineral ownership.
    • Process incoming mail as assigned.
    • Process returned mail as assigned.
    • CAMA data entry as assigned.
    • Prepares specific and recurrent reports as assigned.
    • Answering calls until 4:30 PM, staying late to finish calls, ensuring all vaults are closed and lights are turned off within the Customer Service / GIS Department.
    • Backs up the customer service counter.
    • Continuously strive to learn more about the Texas Property Tax Code and its appropriate application.
    • Performs related duties as assigned and required by the Customer Service Coordinator, Director of GIS/Customer Service Operations or Chief Appraiser.
    • Regular and reliable attendance is essential.

    Reports to: Director of GIS/Customer Service Operations and the Customer Service Coordinator.

    Supervises: None.

    Minimum Required Qualifications:

    · Skills/Abilities

    -Effectively interact, cooperate and collaborate with coworkers.

    -Verbal communication skills, speaking distinctly and expressing oneself clearly.

    -Clear written communication skills utilizing good grammar and punctuation.

    -Neat, legible handwriting with attention to detail.

    -Detail oriented, focused on thoroughness and accuracy.

    -Proficient with Windows Operating Systems, Microsoft Word, Excel and Outlook along with related technology including but not limited to printers, copiers, scanners and fax machines.

    -Critical thinking and problem solving using mathematical computations.

    -Understand and follow procedures as well as verbal and written instructions.

    -Work under pressure and adhere to fluctuating schedules.

    · Knowledge

    -Of office operations and practices.

    -Of computers and their efficient use and operation.

    -Of filing systems and their efficient use and maintenance.

    -Of the Texas Property Tax Code.

    -Of established policies and procedures.

    -Of the overall purpose and objectives of the appraisal district.

    · Education/Experience

    -Graduation from a standard high school or GED including computer courses.

    · Other Requirements

    -Must successfully pass job-related pre-employment screening and assessments.

    -Must be able to work extra hours as necessary.

    -Some travel may be required.

    -Employees are expected to follow all personnel policies as approved by the Board of Directors of the Central Appraisal District of Johnson County.

    Work Environment:

    · Office work, exposing incumbents to computer screens, copiers, and other office equipment.

    · Work may, on occasion, entail light lifting.
