Applications Systems Analyst analyzes, designs, and troubleshoots an organization's information technology systems and processes to enhance efficiency, productivity, and effectiveness. Uses defined policies and procedures to evaluate and design new IT systems or enhance existing systems to integrate with current and future needs. Being an Applications Systems Analyst tests and evaluates the compatibility and integration of new systems with existing infrastructure, networks, and applications. Designs models and utilizes analysis and solution development methods, including process maps, flow charts, and diagrams. Additionally, Applications Systems Analyst supports management with project planning, risk assessment, and project tracking to deliver timely IT solutions within budget. Responsible for the formulation of logical statements of business and data processing problems and devises procedures for solutions through data processing systems. May perform advanced GIS functions including models, scripting, and some application development. Assists with GIS mobile data collection processes such as ArcPad, Arc GIS for iOS or other related data collection technologies. Works at the highest level of all technical phases of systems analysis. May direct the work of junior personnel. May be responsible for application techniques in data base systems in specified work areas.

Salary Commensurate with Experience and Education
1. Four (4) years’ experience in programming of which three (3) years in system/program development in a large-scale computer system environment; AND
2. Bachelor's degree from an accredited college or university in computer science, information systems, engineering, or a closely related field; OR
3. An equivalent combination of related education and/or experience.

1. Prepares logical statements of business problems and devises procedures for solutions through data processing systems.
2. Gives direction and guidance to other systems analysts and junior personnel.
3. Works with users to define problems and the data types to be processed.
4. Ensures documentation standards are maintained and developed for assigned projects.
5. Evaluates information system products and suggests specific software and hardware purchases.
6. Participates in product search, product evaluation, and product recommendation.
7. Reviews purchased software maintenance requisitions for renewal.
8. Directs team in specific software product installation, coding, and maintenance support.
9. Develops policies, standards, and procedures for the use/installation of new software products.
10. Prepares charts, tables, and diagrams to assist in analyzing problems.
11. Serves as project manager of specific assigned projects.
12. Devises logical procedures to solve problems within the capacity and limitations of equipment, operating time, and form of desired results.
13. Assists junior IT staff with assignments, education, and system knowledge.
14. Performs other related duties as required or directed.
