Solutions Manager/Applications Manager

    The IS Application Manager position within the City of Westerville’s Information Services department is a pivotal role supporting the CIO and IS project management, selection of applications, renewals and forecasting budgets. This role will also be responsible for critical functions including IS applications renewals, business relationship management, project management, IS training, budget, procurement, stakeholder management, and strategic planning. Reporting directly to the CIO, the incumbent will play a key role in aligning IS initiatives with organizational goals, driving efficiency, and ensuring the effective delivery of technology-based solutions. This position reports to the Chief Information Officer. Business Relationship Management:
    • Supervises the Business Relationship Manager and helps oversee relationships with internal stakeholders and external third-party vendors.
    • Fosters collaboration and communication between IS and other departments.
    • Ensures the delivery of high-quality IS services that meet stakeholder needs.
     Project Management:
    • Supervise internal Project Manager and the Project Management Office (PMO).
    • Monitor project progress, budgets, resource constraints, and timelines. 
    • Implement best practices for project delivery and risk management.
     IS Training:
    • Supervises the IS Trainer and develops/manages an internally focused IS training program.
    • Identifies training needs and facilitates the delivery of relevant training sessions.
    • Promotes a culture of continuous learning and development within the IS department and across the organization.
    Procurement and Contract Management:
    • Leads contract negotiations and renewals with technology vendors.
    • Reviews and evaluates requests for proposals (RFPs) for technology solutions working with procurement and legal to formalize the RFP process.
    • Ensures compliance with procurement policies and procedures.
    Strategic Planning:
    • Partners with the CIO and other senior leaders to develop and execute IS strategy.
    • Contributes to the development of policies and procedures to support IS initiatives.
    • Assists in the formulation of capital and operational budgets for IS projects.
    Stakeholder Management:
    • Builds and maintains effective relationships with internal stakeholders.
    • Serves as a liaison between IS and other departments to address concerns and priorities.
    • Communicates IS initiatives and priorities to key stakeholders.

    • Operational Budget Management:
    • Works with the Network Operations Manager and CIO to oversee IS department's operational budget, ensuring alignment with organizational goals including the entry/submission of annual budget.
    • Monitors expenditures, identifies cost optimization opportunities, and enhances efficiency.
    • Collaborates with finance and stakeholders, track expenses, and make adjustments as needed.
    • Presents regular budget performance reports to senior leadership.
    • Capital Budget Management:
    • Works with the Network Operations Manager and CIO to develop capital budgets for IS projects, prioritizing based on strategic objectives and ROI.
    • Evaluates investment opportunities and ensures alignment with project timelines and goals.
    • Monitors capital expenditures, ensuring adherence to budget constraints and project completion.
    • Forecasting:
    • Works with the Network Operations Manager and CIO to conduct 5-year forecasts for operational and capital budgets, considering historical data and market trends.
    • Collaborates with leaders and finance to refine forecasts, validate assumptions, and identify risks.
    • Provides strategic recommendations based on forecasts to support decision-making and investments.
    • Bachelor's degree in Information Technology, Computer Science, Business Administration, or related field, or has relevant work experience in an IT related field.
    • A minimum 5 years of experience in IT management preferred ( with a focus in one or more of the following: business relationship management, project management, training, procurement, and/or budgeting
    • Proven experience in leading and managing cross-functional teams.
    • Strong understanding of IS governance frameworks and best practices.
    • Excellent communication and interpersonal skills, with the ability to effectively interact with stakeholders at all levels of the organization.
    • Demonstrated ability to develop and execute strategic plans and initiatives.
    • Experience in budget forecasting and financial management.
    • Certification in project management (e.g., PMP) and/or ITIL is desirable.
    • Knowledge of cloud-based technologies and solutions.
    • Familiarity with municipal government operations and regulations is a plus.
    • Ability to communicate effectively, both verbally and in writing, using the English language 
    • Valid Ohio Drivers License, free of excessive violations.
