  • POSITION SUMMARY
    Responsible for the daily management and supervision of the assigned Property Assessment Coordinators, Appraisal and Administrative support staff. Manage the timely and effective in-take and processing of taxpayer transactions and customer assistance associated with all appeals/protests filed, government, non-government organizational exemptions, and Affordable Housing applications as well as, Industrial Revenue Bonds, Metro Redevelopment Bonds, Hospital Equipment Loan Council Bond (HELC), and Special Method of Valuation (Agricultural use of land and Livestock reporting). Manage processes for decision and orders from Protest Board and claim for refunds in District Court related to ad valorem tax. Ensure that Public Improvement Districts (PIDS), and Tax Increment Development Districts (TIDDS) programs are applied accurately within the computer-assisted mass appraisal (CAMA) system. Assure that all related matters are handled in accordance with New Mexico statutory guidelines and deadlines.

    DUTIES AND RESPONSIBILITIES 

    1. Manage and apply knowledge of the appeal/protest process each year in conjunction with New Mexico statutory guidelines and deadlines, in addition to any applicable county ordinances and state laws relating to property valuation.
    2. Provide direction for public assistance and apply knowledge of principles, practices and techniques involved in government, non-government organizational exemptions, and Affordable Housing applications as well as, Industrial Revenue Bonds, Metro Redevelopment Bonds, Hospital Equipment Loan Council Bond, and Special Method of Valuation (Agricultural use of land and Livestock reporting).
    3. Ensure the timely and accurate processing of Assessor related transactions such as exemptions and bonds in accordance with statutory requirements and by managing staff attending to a diverse group of processes, overseeing transaction time frames and deadlines, etc.
    4. Ensure compliance with legislation and Assessor's office policy and procedures by staying current with legislation, developing, and implementing policies and procedures and modifications as necessary, review reports and information on a regular basis and make reports, decisions, and adjustments, as necessary.
    5. Manage processes and apply knowledge for decisions and orders, and claim for refunds, as it pertains to ad valorem tax, along with the application of PIDS, TIDDS, and HELC.
    6. Effectively utilize and understand computer assisted mass appraisal (CAMA) and mapping systems; market valuation; income capitalization; ad valorem taxation; state laws relating to property valuation.
    7. Ensure high-level customer service by setting and communicating standards, managing staff, personally representing the Assessor's office with taxpayers, tax consultants, jurisdictions and other governmental departments and agencies.
    8. Ensure professional internal customer focus and integration by working closely with other divisions in the Assessor's office in the application of policies and procedures as well as providing a smooth flow of information to and from these divisions.
    9. Validate accuracy of transactions such as deeds, transfer declarations, business personal property declarations, rent restrictions, legal descriptions, and filings.
    10. Ensure the practices and issues of economic and community development including financing alternatives, regulations, procedures and the understanding of regional economic development organizations and initiatives to further enhance the economic development of the region.
    11. Supervise the daily operations of staff, appeal/protest processes, non-governmental exemptions, application processes for the agricultural use of land and livestock reporting, in accordance with New Mexico State Statutes and Property Taxation and Revenue guidelines, which include but are not limited to field inspections; responding to technical questions; research; and maintenance of appropriate records according to state statutes and applicable laws.
    12. Participate in hearings and reviews of taxpayer appeal/protest of appraisals or assessments.
    13. Implement accepted appraisal techniques and practices; to explain and defend appraisals both formally and informally.
    14. Responsible for performance evaluations, issuing disciplinary action, handling employee complaints; recommending the hiring, termination, and promotion of staff. 
    15. Competence to manage, communicate and work effectively with staff, constituents, peers, vendors, management, and the business and government community.
    16. Represent the department as needed for various internal and external meetings related to the appeal/protest process and organizational exemptions.
    17. Incumbent(s) in this classification may handle sensitive and/or confidential records, plans, documents, or decisions that require maintaining confidentiality of sensitive information. ?

    1. Bachelor's Degree in Business/Public Administration or a related academic field, plus four (4) years of progressively responsible property appraisal, real estate or business management experience in which two (2) years' experience in an ad valorem assessment office managing multiple sections or service lines plus two (2) years of supervisory/management experience. Any equivalent combination or related education and/or experience may be considered for the above requirements.

    ADDITIONAL REQUIREMENTS

    1. Relevant customer service experience is preferred.

    1. Employee must successfully complete the post-offer employment medical examination and background investigation.
    2. Employee must comply with the safety guidelines of the County.
    3. Employee must complete required FEMA training(s) as assigned to the position.
    4. Employee must complete required Supervisor classes if applicable.
    5. New Mexico Property Tax Division Certified Appraiser's Certificate Required. Successful completion of four (4) International Association of Assessing Officers (IAAO) (or equivalent) appraisal courses required.

    WORKING CONDITIONS

    1. Essential duties are performed primarily indoors (85-90%) and occasionally outdoors (10-15%)
    2. Indoor duties are performed in a temperature-controlled environment.  Worker is exposed to natural weather conditions while performing outdoor duties.
    3. Worker may be exposed to various dusts and mists while performing appraisal duties.
    4. Indoor duties are typically performed on an even and dry surface, which may be carpeted or tile with occasional use of stairs.  Outdoor duties may be performed on even or uneven surfaces, which may be dry or wet.  Outdoor duties may be performed on inclines or hills and on surfaces such as natural ground, concrete or asphalt.
    5. Most duties are performed alone.  Worker may perform certain duties as a part of a select team of individuals.

    1. Equipment typically used in the performance of office duties include calculator, computer terminal and keyboard, telephone, photocopy machine, facsimile machine.
