    The State of New Hampshire, Department of Energy, Administration and Support Division has a full-time vacancy for 13-2090 MISC FINAN SPECS-7.

    Summary:

    To administer all agency business management operations, including the implementation and evaluation of financial management, budgetary planning and analysis, personnel and data management programs. The Business Director is responsible for keeping the Commissioner and senior staff fully informed of the financial status of the Department of Energy programs and grants and supervises fiscal, grant, and administrative staff.

    18 Months of additional relevant experience = Associate's degree

    MINIMUM QUALIFICATIONS:

    Education: Master's degree from a recognized college or university with major study in accounting, public administration, or business administration.

    Experience: Seven years' professional experience in accounting or business administration involving fiscal management, including four years of supervisory or administrative experience. Each additional year of approved work experience may be substituted for one year of required formal education at the graduate level only.

    License/Certification: Valid drivers license and access to transportation for statewide travel.

    Responsibilities:

    Administers the development and implementation of major departmental policies and procedures to ensure effective business management operations; keeps the Commissioner and senior staff fully informed of the financial status of the Department of Energy programs and grants.

    Formulates accounting policies and procedures for all budgetary, fiscal and financial operations. Develops and maintains a financial reporting system to monitor the budget and grants on a monthly basis, and to enable the agency to comply with various federal reporting requirements; alerts Commissioner and senior staff to trends and problems, and recommends required course of action for adjustments or reconciliation.

    Evaluates and integrates analysis of financial policies and proposed legislation to create business management strategies and policies. Coordinates the planning and development of the biennial operating budget as well as the preparation of monthly and year-end reconciliations and financial statements under the guidance of the Commissioner, Director of Administration, and Chief Operations Officer.

    Confers with directors and agency administrators on financial requirements, budget preparation and fiscal procedures. Initiates, develops and implements internal accounting, control and financial reporting procedures, including all contracts, billings, accounts receivable/payable and payroll and maintenance of the general ledger; ensures these policies are followed.

    Oversees the maintenance of employee benefit program records such as attendance, payroll, health and dental insurance, social security; retirement programs; employee assistance programs; and other fringe benefits. Responsible for all internal risk management functions of the Department of Energy, including compliance with federal standards under the American with Disabilities Act, and assurances made in association with the acceptance of federal funding.

    Attends and participates in staff and management meetings and reports on business operations including state and federal budget preparation, reporting and fiscal procedures. Presents testimony concerning financial operations at budgetary hearings and before legislative or executive committees as necessary.
