Ambulatory Services Director directs the staff and programs of the ambulatory services department. Oversees, administers, and coordinates all activities and operations of the ambulatory services for the health care facility, including outpatient clinics, outpatient surgery, and urgent care centers. Being an Ambulatory Services Director develops and introduces approved standards and guidelines for ambulatory services and programs. Maintains working relationships with community agencies. Additionally, Ambulatory Services Director ensures non-emergency care clinics operate within budget and in accordance with performance standards. Requires a bachelor's degree. Typically reports to top management. The Ambulatory Services Director typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget. Capable of resolving escalated issues arising from operations and requiring coordination with other departments.   • GENERAL NATURE OF DUTIES:

    This person is responsible for the operation and management of the Cardiovascular Institute of the South Ambulatory Surgery Center. Responsibilities include supervision of all personnel and physicians, control of inventory including purchase and utilization of equipment and supplies, development and administration of departmental and organizational policies.  This person must take initiative in seeking, recognizing and identifying areas where improvement is possible and / or necessary and take positive action in these areas.   The successful candidate will recognize and take advantage of the CIS network of experience and expertise.                                  

    SPECIFIC DUTIES:

    DEPARTMENT SUCCESS

                   A.      Quality  

    1.      Develops surgical center goals and objectives congruent with the organizational strategic plan.

    2.      Establishes policies and procedures for surgical center operation that insure patient safety.

    3.      Assures efficient and effective utilization of resources, including human resource allocation.

    4.      Assures all regulatory agency requirements are met and maintained.

    5.      Supports center activities including purchasing and ordering supplies, staffing, scheduling procedures, and processing and filing of data.

    6.      Maintains a comprehensive quality assurance program and reports periodically to appropriate committees or staff.  

    7.      Maintains a complete and up to date file of catalogs and checklists for all essential equipment and supplies.

    8.      Supervises and assists supply technician in ordering, processing and storage of all cath lab and nursing supplies, also maintains an orderly file of purchase orders and a systematic follow-up of all orders.

    9.      Coordinates with technologists and nurses the performance of weekly and/or daily processing quality control procedures and maintain records on result.

    10.  Maintains an orderly and complete record of all equipment maintenance.

    11.  Maintains weekly and monthly statistical summaries.

    12.  Monitors radiation safety reports and insures that all personnel including physicians are operating within the limits set by the federal government.

    13.  Provides back up capabilities in an event that there is a technologist and/or nursing shortage or absence, as well as during unusually busy periods.

    B.      Finances   

    1.      Effectively plans surgical center’s operating budgets operates within allocated funds.                                  

    2.      Effectively staffs surgical center within the approved budget, productivity guidelines and staffing profile.

    3.      Manages capital expenditures to provide appropriate facility and equipment for level of services provided.

                   C.       Influence on Growth in Market Place  

    Responsible for the establishment and implementation of long and short term goals for the assigned surgical center in accordance with CIS’s mission statement. Seeks opportunities to reduce costs and improve revenue without compromising the quality of patient care.

    D.    Recruitment and Retention of Superior Staff

    1.     Selects, interviews, trains, disciplines, schedules, supervises and evaluates clinical and non-clinical staff.

    2.     Supervises the development of all reporting employees and ASC managers.

    3.     Assures proper orientation training of all surgical center staff through a comprehensive cardiovascular training program.

    E.       Human Resource Management

    1.     Supervises and directs all activities of surgical center personnel as needed.

    2.     Applies Surgery Center/Human Resources policies/procedures to operations.

    3.     Maintains and promotes surgical center policies/procedures and work rules including safety, fire and security.

    4.     Follows policy and procedure in the coaching, counseling, and disciplining of employees and maintains appropriate employee files.

    5.     Supervises the preparation of the bi-weekly payroll and assures see that they are submitted on time.

    6.     Maintains comprehensive HR files on all ASC employees.  Files must include employee photos, education and credentialing documents, competency records, continuing education documentation, disciplinary actions, performance appraisal, etc.

    7.     Promotes a high level of customer service.

    F.     Standards of Practice

    1. Responsible for maintaining competency in all above categories for ages of patients served on assigned unit.

    2. Exemplifies and teaches the CIS Standards of Behavior to all employees, patients, and in the community we serve.

    A. Medical Staff Relations

    Responsible for the development and maintenance of an environment based on a sound medical staff relationships that are conducive to maintaining high quality care and an exceptional working environment.

    B.           Patient/Visitor Relations

         Promotes surgical center and organizational activities for providing cooperative and courteous service to patients, families, visitors, and all external customers.

    C.           Internal Relations

    1.     Communicates pertinent information to CEO, COO, and EVP in a timely manner.  Serious matters are reported immediately to the proper administrative levels.

    2.     Communications remain positive and supportive.

    3.     Communicates with responsible organization employees, physicians, administrative  personnel and company committees.        

    STANDARDS OF PERFORMANCE:

    1.      Keeps work area neat and organized. Reports safety issues to team leader immediately.

    2.      Works efficiently and manages time wisely. Assist other employees when all duties are complete.

    3.      Communicates any problems, difficulties or concerns regarding job duties to the team leader.

    4.      Performs all duties without significant error occurring with any regularity.

    5.      Meets all deadlines and timeframes for completion of assignments.

    6.      Represents CIS in a professional manner at all times. Demonstrates acceptable ability to interact with physicians, staff (“internal customers”) and “external customers” (patients, family members, insurance companies, home health etc.) on a professional level at all times. Exhibits good communication skills with physicians, patients, team leaders, and co-workers at all times.

    7.      Exhibits a harmonious relationship with other CIS employees in order to accomplish the duties and responsibilities of the position.  While perfect harmonious relationships with all employees is sometimes not achievable, not more than an occasional complaint should be received by the team leader about the incumbent of this position.

    8.      The employee shall work and relate cooperatively with all other employees (internal customers) of CIS to assure optimum care for the patients of CIS and to achieve standards of care set forth by the CIS medical staff.

    9.      Adheres to the CIS Compliance Plan as it pertains to the above specific job duties. Uses best efforts to maintain compliance by following the CIS Corporate Compliance Plan, attending CIS compliance education, following medical documentation guidelines, and communicating concerns regarding compliance issues.

    10.  Performs accurate and complete documentation in the patient’s medical record, when applicable. This includes documentation in both the paper record and the electronic medical record (EMR).

    11.  Work with the electronic medical record (EMR) staff to maintain quality and work towards future EMR development.

    12.  Maintains patient confidentiality according to the HIPAA standards of privacy and security.

    QUALIFICATIONS FOR THE POSITION:

    1.      Graduate of an accredited school of Nursing and current licensure with the State Board of Registered Nurses or graduate of an accredited Radiologic Technology program with licensure in the state required.

    2.      High level clinical knowledge and experience

    3.      Leadership/management knowledge and experience

    4.      Advanced degree (MBA, MHA) preferred

    5.      RN: Basic Life Support (BLS) and Advanced Cardiovascular Life Support (ACLS)

    6.      Ability to communicate effectively with physicians, staff, administration, patients and other external customers
