Division Description: The Aircraft Maintenance Division (PMA), Headquarters Air Combat Command (ACC) Acquisitions Management & Integration Center (AMIC) is a team of highly skilled aircraft maintenance professionals who ensure responsive, proactive, cradle-to-grave management of Operations & Maintenance service contracts. PMA provides program management for MQ-9, QF-16, BQM-167 drones, T-38, F-16, A-10 aircraft, and back shop maintenance support at Nellis AFB. PMA is responsible for the Functional Aircraft Management for T-38 and QF-16 logistics for the command.
Position Description: The Nellis Aircraft Maintenance Support Services contract supports the Nellis flying mission by supplying aircraft maintenance back shop and intermediate level aircraft maintenance support. This position serves as Program Manager responsible for conducting contractual, financial, and technical aspects of the Nellis Aircraft Maintenance Support Services contracted services program through designated phases of the acquisition and life-cycle sustainment management plans, develops, implements, executes, and controls contractual, financial, and technical aspects of contracted purchases and services through all phases of an acquisition life cycle. Plans and executes the management of the acquisition life cycle strategy for assigned requirements and programs. Vital aspects of the position require the development of and implementation of new approaches the pursuit of alternate courses of action. Reviews related governmental and/or private industry services and previous services' program history, market conditions, and specifications or technical data packages and develops a well-organized, realistic, and sound program management and contracting plan to meet the government's needs. Ensures the conduct of market research to determine commerciality requirement and an ample source of responsible contractors to include small business. Responsible for organizing acquisition strategies, forecasting budgets, life cycle sustainment planning and using various information technology-based programs to manage affairs for contracted services. Responsible for review, analysis, and integration of program support performance information and data to determine appropriate incentive or award fee when contract incentives are used. Position involves 51% or more of time in direct support of acquisition positions.
Position Tasks:

- Exercises supervisory personnel management responsibilities. Plans work to be accomplished by subordinates, sets, and adjusts short-term priorities, and prepares schedules for completion of work.
- Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees
- Evaluates work performance of subordinates. Gives advice, counsel, or instruction to employees on both work and administrative matters.
- Represents the organization and higher management echelons to provide status information on programs/projects in high level meetings and discussions with senior government officials, both within and outside the DOD and to senior contractor/industry personnel
- Performs as the subject matter expert (SME) for program related systems policy in developing requirements for incorporation into the Performance Work Statement (PWS)
- Reviews, assists, and directs the progress of contractors in meeting program services and support objectives. Takes appropriate actions to approve terms and conditions set forth in negotiation, contract plans, budgets, subcontractor participation, and addition or discontinuance of work by the contractor.
Position KSA's:
1. Knowledge of the laws, principles, policies and practices of acquisition, life-cycle management planning and program management.
2. Knowledge of business, industrial management, operations and maintenance services (O&M), contracting procedures, technical concepts, and services practices to evaluate contractor proposals and activities.
