  • Duties

    • The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
    • The duties may include, but are not limited to:
    • Completes complex assignments requiring conceptualization of economic and/or trade policy problems for agricultural products.
    • Analyzes and interprets substantive international agricultural data as applied to financial, political, economic, scientific (to include biotechnology), and business parameters.
    • Conducts comprehensive economic studies and analyses of world-wide production, trade, marketing, and consumption of agricultural and biofuels commodities and products with emphasis on those factors and conditions relating to U.S. exports.
    • Takes a lead role in collaborating with management in reviewing and revising worldwide commodity reporting processes designed to provide current data regarding production, trade, inventories, prices, and other economic information.
    • Analyzes the implications of both domestic and foreign policy changes on U.S. export programs and develops and recommends trade policies, program, methods, ways and means of stimulating trade of the assigned commodity or commodities.

    Qualifications

    BASIC REQUIREMENT:

    Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

    Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.

    In addition to meeting the Basic Requirement, you also need to meet the following:

    TO QUALIFY AT THE GS-13 LEVEL: Applicants must possess one full year (52 weeks) of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors, which demonstrates experience with all the following:
    • Applying economic theories, concepts, and techniques to the field of agriculture and/or trade in a professional setting.
    • Writing, reviewing, and editing economic, agricultural, or international trade studies, working papers, and briefing materials.
    • Summarizing and advising on trade and/or international agricultural policies or programs.
    • Collecting, evaluating, and analyzing current and historical trends of economic or agricultural data
    • Presenting or teaching economic concepts to specialized and general audiences.
    Note: There is no education substitution for this grade level.

    TRANSCRIPTS are required if:
    • This position requires specific coursework or a degree in a specific field to be basically qualified.
    • This education must have been successfully completed and obtained from an accredited school, college, or university.
