    The Statistician (Operations and Administration), located in the Office of Inspector General, Office of Data and Analytics is responsible for providing comprehensive data analysis and information synthesis to assist OIG Directorates in making meaningful improvements to VA programs and services. This position reports directly to the supervisor of the ODA Data Services team. The incumbent supports the division's functions through statistical expertise regarding study design, data collection, and ad-hoc data analysis.

    The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

    • Serve as an ODA expert and authoritative source in statistical areas with respect to all phases of study design, data analysis, and statistical interpretation of the results relating to projects under consideration. Evaluate study proposals in terms of appropriateness of study design, outcome measures, data collection and analysis methods, and quality control.
    • Conduct analytical data modeling that will incorporate data streams available from the patient care, financial systems, personnel systems, etc., into models to assist OIG senior managers in understanding clinical, financial, workforce, and other functional impact of data.
    • Develop signal analysis and models using VA and non-VA data systems to improve the comparison of similar employee, facility, program office, and other entity's conduct and performance and identify outliers, irregularities, and fraudulent activities.
    • Conduct qualitative and quantitative analysis to measure effectiveness and efficiency of changes made by VA facilities and program offices resulted from recommendations from OIG audits and investigations.
    • Extract and analyze data from departmental database systems, reports, and other sources of information to supplement OIG efforts and evaluate data integrity.

    Specialized Experience:

    For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11grade level in the Federal service. Specialized experience or General experience for this position includes:
    • Communicating technical requirements for operation and research projects to upper management; AND
    • Performing transact-queries and query statements; AND
    • Assisting in data analyses using statistical methods; AND
    • Summarizing analytical findings in a clear, logical and concise manner.
    For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12grade level in the Federal service. Specialized experience or General experience for this position includes:
    • Defining technical requirements for data sources and statistical analysis methods for operational and research projects; AND
    • Working experience with relational database engine and data warehouse in cooperation with data engineers and analysts; AND
    • Conducting data analyses using statistical methods; AND
    • Summarizing analytical findings in a clear, logical and concise manner.

    Education

    You must meet the minimum basic education and/or work experience requirements for professional Statistician series in the Federal government. These include:

    A. A degree that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements may be given for courses in which 50 percent of the course content appears to be statistical methods (e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing). OR

    B. A combination of education and experience, which includes courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

    The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
