Administrative Services Director plans and directs the operations of an organization's staff and service functions. Oversees various internal service functions that typically include administrative/office, financial operations, facility maintenance/space planning, security, hospitality services, equipment and supply procurement, vendor management, and others. Being an Administrative Services Director monitors capital and operating budget spending. Designs and implements processes and policies that support efficient service delivery and meet the organization's changing needs. Additionally, Administrative Services Director sets departmental performance goals and standards of service. Utilizes data analytics to measure activity and drive continuous improvement. Requires a bachelor's degree. Typically reports to top management. The Administrative Services Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure.     Position Summary:

    The Associate Director is responsible for a wide range of accounting, finance and administrative services at a Community College. These services include several functional areas as assigned:

    • General accounting management.
    • Capital planning.
    • Grant accounting.
    • Travel and Professional Development.
    • Accounts Receivable and Billing.
    • Procurement and Accounts Payable.
    • Fixed Assets management.
    • Other areas and/or duties as assigned.

    Example of Job Duties:

    Under the direction of the Director, Associate Dean or other Administrator, the Associate Director of Finance & Administrative Services is responsible for the management of the College's financial and physical resources through effective performance in these essential duties:

    • Strategic planning
      • develop long range plans and strategies for the development and use of the College’s physical and financial resources.
    • Management of financial resources
      • ensure the accurate, timely and effective recording, accounting, reporting and preservation of the College’s financial resources.
    • Management of physical resources
      • ensure the accurate, timely and effective recording, accounting, reporting and preservation of the College’s physical resources.
    • Management of Administrative Services
      • managing a comprehensive program of services to facilitate the operation of the College for its students, faculty and staff.

    In addition to the accountabilities listed above, the incumbent is required to carry out the essential duties of: Attendance and participation at convocation and commencement ceremonies; Service on assigned committees and task forces; Attendance and participation at committee, staff, informational and professional meetings.  These may involve attendance at evening or weekend events.

    Incumbents must possess proven ability to effectively work with a culturally, linguistically, and ethnically diverse faculty, staff, and student. They are expected to have excellent oral and written communication skills along with strong Information technology literacy skills such as Microsoft Office (Word, Excel, Outlook, Teams etc.)

    Minimum Qualifications:

    Master’s degree in business, accounting, finance or a related area and a minimum of one (1) year of experience in a Fiscal or Business Office and up to two (2) years of supervisory experience.

    Incumbents are required to have demonstrated advanced knowledge and abilities in the following: 

    • Experience in computer operations.
    • Extensive knowledge of the Banner financial accounting systems.
    • Experience working with and accounting for complex grants.
    • Experience with fixed assets procurement and management is essential.
    • Business Office operation including procurement and Accounts Payable.
    • Cashier’s/Bursar’s Office and accounts receivable functions.
    • State travel and professional development guidelines.
    • Supervision of human resources.

    Preferred Qualifications:

    • Experience working with state agencies and other external organizations in contract and grant compliance.
    • One (1) or more years of experience in Higher Education.
    • Experience with budgets and planning. 

    Starting Salary:

    Anticipated Salary; $72,784 approximate annual plus excellent State of CT medical insurance, retirement, and related fringe benefits.
