Addiction Mental Health Assessor conducts initial and ongoing assessments of patients in Alcohol and Drug (AoD) addiction programs to determine mental health needs and establish care requirements. Provides initial treatment and refers clients to appropriate agencies/providers as needed. Being an Addiction Mental Health Assessor works with patients and families to develop appropriate chemical dependency service plans. Complies with standards in the area of evaluation, assessment, treatment, and service delivery to clients. Additionally, Addiction Mental Health Assessor requires certification as a Licensed Chemical Dependency Counselor (LCDC) or similar. Typically requires a bachelor's degree. May require a state license to practice. Typically reports to a supervisor or manager. Addiction Mental Health Assessor's years of experience requirement may be unspecified.     The State of Connecticut, Department of Mental Health and Addiction Services (DMHAS) is seeking an experienced and qualified individual for the role of Safety Program Officer. This position will perform a full range of tasks in safety inspections, training and coordinating workers' compensation issues involving the evaluation and analysis of occupational safety and health problems and living conditions.

    CMHC is nationally recognized for its scientific research into the causes and treatment of mental illness and addiction. The Abraham Ribicoff Research Facilities include multiple research programs in a variety of areas.     PURPOSE OF JOB CLASS (NATURE OF WORK)

    In a state agency this class is accountable for independently performing a full range of tasks in safety inspections, training and coordinating workers' compensation issues involving the evaluation and analysis of occupational safety and health problems and living conditions.

    EXAMPLES OF DUTIES

    • Coordinates accident prevention activities in agency;
    • Conducts routine periodic inspections of agency to ensure compliance with the National Fire Prevention Act (NFPA), Occupational Safety and Health Act (OSHA), The Joint Commission (TJC), Veterans’ Administration (VA) and/or other safety, health and sanitary codes and environmental regulations;
    • Recommends corrective action for any deficiencies;
    • Identifies agency needs in safety and loss control and evaluates effectiveness of implemented safety policies, procedures and guidelines;
    • Uses statistics and inspection reports to make recommendations for injury reduction and loss control;
    • Investigates accidents and maintains appropriate records;
    • Prepares fire evacuation plans;
    • Directs, coordinates and evaluates all disaster plan activities;
    • Conducts life safety inspections;
    • Participates in agency Safety Committee;
    • Schedules and conducts in-service safety training for staff;
    • Maintains contacts with individuals inside and outside agency who might impact health, safety and workers' compensation issues;
    • May serve as agency Fire Marshal;
    • May represent agency at workers' compensation hearings;
    • May coordinate building security access activities;
    • Performs related duties as required.

    KNOWLEDGE, SKILL AND ABILITY

    • Knowledge of
      • principles of occupational safety and health practices;
      • principles and practices of accident prevention;
      • NFPA Fire and Life Safety Codes, TJC, OSHA and other health, sanitary and environmental codes;
    • Considerable
      • interpersonal skills;
      • ability in oral and written communication;
    • Ability to
      • analyze and evaluate accidents, their causes and recommend effective control measures;
      • plan, develop, implement and evaluate agency safety and health programs;
      • utilize computer software.

    MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

    Six (6) years of experience in occupational safety and health inspections, risk management or loss control.

    MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

    • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
    • A Master's degree in occupational safety, risk management or a closely related field may be substituted for one (1) additional year of the General Experience.
    • Successful completion of a Connecticut Careers Trainee program approved by the Department of Administrative Services may be substituted for the General Experience.

    PREFERRED QUALIFICATIONS

    • Experience working on safety and regulatory issues and tasks in a healthcare facility;
    • Experience reviewing, writing and revising environment of care, health and safety policies and procedures;
    • Experience conducting and following up on health and safety and environment of care inspections;
    • Experience working at a professional level on compliance with hospital accreditation requirements of The Joint Commission;
    • Experience working at a professional level on the Safety Committee of a healthcare facility.

    SPECIAL REQUIREMENTS

    • Incumbents in this class may be required to travel.
    • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
