Addiction Mental Health Assessor conducts initial and ongoing assessments of patients in Alcohol and Drug (AoD) addiction programs to determine mental health needs and establish care requirements. Provides initial treatment and refers clients to appropriate agencies/providers as needed. Being an Addiction Mental Health Assessor works with patients and families to develop appropriate chemical dependency service plans. Complies with standards in the area of evaluation, assessment, treatment, and service delivery to clients. Additionally, Addiction Mental Health Assessor requires certification as a Licensed Chemical Dependency Counselor (LCDC) or similar. Typically requires a bachelor's degree. May require a state license to practice. Typically reports to a supervisor or manager. Addiction Mental Health Assessor's years of experience requirement may be unspecified.     THE POSITION
    The State of Connecticut, Department of Mental Health and Addiction Services (DMHAS) is a Behavioral Health Clinical Supervisor to join their team. This position is a critical role aligned with the Governor's State of Connecticut rebalancing efforts. This includes diverting individuals from higher levels of care that are restrictive and costly and prevent individuals from full integration in the community. The position is also responsible for the creation of trainings for residential care homes and DMHAS group homes and community providers. That work is essential as we expand residential care homes for mental health waiver clients.

    The position also directly oversees the Nursing Home Division and Transition Program (NHDTP) and the Senior Outreach and Engagement Program (SOEP). The NHDTP program helps to mitigate unnecessary and inappropriate admissions of clients with mental health, substance use co-occurring disorders to skilled nursing facilities and other institutional levels of care and allows clients to choose to live in the least restrictive setting possible while integrating fully in the community.

    The SOEP provides needed services to older adults, an underserved population, by providing outreach and assistance to locate the appropriate services to older adults to enable greater independence in the community.

    As a Behavioral Health Clinical Supervisor, you will be responsible for, but not limited to, the following duties:
    • Manage the NHDTP and SOEP programs;
    • Provide statewide consultative services in collaboration with the Mental Health Waiver, the Residential Care Home community, and other mental health, substance use, health care, and community providers;
    • Arrange level of care assessments for the DMHAS Medical Directors office to assist in the appropriate placement of clients in state psychiatric beds; and
    • Advocate for and develop networks of community resources to assist clients in remaining integrated into community settings, ensuring stabilization of mental health and substance use disorders and avoiding re-institutionalization.

    In the Departments of Mental Health and Addiction Services and Developmental Services this class is accountable for directing a clinical division, a clinical discipline or a clinical program within a specified geographic area.

    MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

    Four (4) years of professional experience in Behavioral Health Care and a Master’s degree in a clinical discipline, public health administration, health care administration or hospital administration.

    MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

    Two (2) years of the General Experience must have been supervising professional staff.

    For state employees this experience is interpreted at the level of a Behavioral Health Unit Supervisor, Developmental Services Supervisor of Case Management, Nurse Supervisor or Supervising Clinician.

    PREFERRED QUALIFICATIONS

    • Experience working with Medicaid programs
    • Experience working with a medically compromised population
    • Experience working with older adults
    • Experience developing and overseeing statewide programs for serious mental illness (SMI) and or co-occurring population

    SPECIAL REQUIREMENTS

    Department of Developmental Services: Incumbents in this class may be required to maintain the appropriate current license for clinical social work, marital and family therapist, professional counselor, registered nurse or psychologist.
