Accountant maintains financial records and ensures that financial transactions are properly recorded. Ensures the accuracy of entries to ledger accounts and reconciles subsidiary ledger accounts to the general ledger. Being an Accountant compiles financial data to aid more senior accountants in the preparation of balance sheets, profit and loss statements and other financial reports. Assists in analyzing current costs, revenues, financial commitments, and obligations incurred to predict future revenues and expenses. Additionally, Accountant typically requires a bachelor's degree in accounting or finance. Typically reports to a supervisor or manager. The Accountant work is closely managed.     Is recruiting for an Accountant 3 to join our team.

    What you will be doing:
    The main focus of the Accountant 3 is preparing and reconciling the Regulatory Cost Charge (RCC). This involves the annual RCC calculation, monitoring and reconciling the RCCs, as well as interacting with RCC filers by phone, email, and written correspondance. This position also assists the Administrative Operations Manager with financial management including monitoring expenditure and revenue reports, tracking RSA's, assisting with budget projections and fiscal year end processes.

    RCA is located in the heart of downtown Anchorage in the newly renovated Conoco Phillips building. There is paid parking, access to a cafeteria and coffee shop in the atrium, this position has a private office. The daily work environment is full of variety with special projects and routine tasks to support the RCA in meeting the agency mission statement.
     
    The core competencies we are looking for:
    • Financial Systems: Knowledge of the standards, architecture, and specifications of automated financial systems, including source documents, system flows, system interfaces, and related internal controls
    • Accounting Operations: Knowledge of general ledger accounting and the control/subsidiary account relationships and reconciliation techniques, including accounts receivable, accounts payable, and disbursing officer's accountability.
    • Principles of Accounting: Knowledge of generally accepted accounting principles, standards, and practices (for example, double entry accounting, accrual accounting), including the full accounting cycle and the preparation of work sheets, financial statements, ledgers, and journals.
    • Organizational Awareness: Knows the organization's mission and functions, and how its social, political, and technological systems work and operates effectively within them; this includes the programs, policies, procedures, rules, and regulations of the organization.
    • Accountability: Holds self and others accountable for measurable high-quality, timely, and cost effective results. Determines objectives, sets priorities, and delegates work. Accepts responsibility for own actions and decisions. Complies with established control systems and rules.

    Minimum Qualifications

    Any combination of education and/or experience that provides the applicant with competencies in  
     

    • Analysis and Assessment: Uses information technology in accessing, collecting, analyzing, maintaining, and disseminating data and information.
     
    • Analytical Thinking/Problem Solving: uses a logical, systematic, sequential approach to address problems or opportunities or manage a situation by drawing on one’s knowledge and experience base and calling on other references and resources as necessary.
     
    • Oral and Written Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral and written presentations; listens to others, attends to nonverbal cues, and responds appropriately.
     
    • Principles of Accounting: Knowledge of generally accepted accounting principles, standards, and practices (for example, double entry accounting, accrual accounting), including the full accounting cycle and the preparation of work sheets, financial statements, ledgers, and journals.
     
    • Technical Competence: Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.
     
    Equivalent to those typically gained by:
    Any combination of preparatory post-secondary education and/or progressively responsible professional level experience in accounting, budgeting, or financial management.

    “Competencies” means a combination of interrelated knowledge, skills, abilities, and behaviors that enable a person to act effectively in a job or situation.
      
    “Typically gained by” means the prevalent, usual method of gaining the competencies expected for entry into the job.

It includes instruction through formal and informal methods (such as classroom, on-line, self-study, and on-the-job), from accredited and unaccredited sources, and long-duration (such as a post-secondary degree) and short-duration (such as a seminar) programs.
